Néstor Loizaga directs the Paraguay office. He is a specialist in foreign direct investment, complex commercial contracts, joint ventures, Banking law, Corporate and Commercial, among others.

Néstor Loizaga is FERRERE managing partner at its Paraguay office.

He specializes in foreign direct investment, complex commercial agreements, joint ventures, distribution contracts, complex mergers and acquisitions, banking and finance law, corporate and commercial law. He advises diverse multinational companies and multilateral credit organizations.

He has represented Petrobras in the acquisition of Shell’s assets in Paraguay, Vale S.A. in the acquisition of Rio Tinto’s operations in Paraguay, Transatlantic Reinsurance Company in the acquisition of a stake in the insurer El Sol del Paraguay, Abbott in the acquisition of CFR Pharmaceuticals, and Mosaic in the purchase of ADM’s fertilizer business, among others. On an ongoing basis he advises companies like Cargill, Unilever, Ericsson, Vale, Vidriocar, Diageo, Seacor, Akzo Nobel, Abbott, and General Electric, among others, on their day-to-day business and special projects. In the banking and finance sphere he regularly assists Bank of America, Wells Fargo, Lloyds, Deutsche Bank, JP Morgan, Barclays Bank, Inter-American Development Bank, Andean Development Corporation, Inter-American Investment Corporation, Oikocredit Ecumenical Cooperative, International Finance Corporation, and Société Générale, among others.

The Executive Branch passed Law No. 6,380 for Modernization and Simplification of the National Tax System

On September 25th, 2019, the Executive Branch enacted the Law N° 6.380 of “Modernization and simplification of the national Tax System” (the “Law”). The Law will enter into force within 90 days after its enactment.


Paraguay tenders bridge construction worth US$ 160 million

The works will consist in the construction of a 450-meter cable-stayed bridge over the Paraguay River, between Asunción and Chaco’i, as well as the paved accesses to the bridge. The execution term of the works is 36 months with an expected start in the year 2020.


Paraguay will tender turnkey works for USD 760 million

The Republic of Paraguay (the “ROP”) will tender turnkey works for USD 760 million under the framework provided in Law 5.074 / 13 (“Law 5074”).


Paraguay grants sovereign guarantee to projects for distribution and transmission of electric power

On June 28, 2019, Paraguay enacted Act No. 6324/19. The Act grants sovereign guarantee to debt related with certain projects for the distribution and transmission of electric power by the Administración Nacional de Electricidad, the government´s utility company. This is a major shift in the way ANDE has been structuring bidding processes´ and will allow greater participation of the private sector, especially on the financing side of the transaction.
