FERRERE advised Consorcio Rutas del Mercosur on the preparation and submission of the winning bid in the tender called by the Ministry of Public Works and Communications of Paraguay (MOPC) for the duplication and improvement of Route PY01 in the Cuatro Mojones – Quiindy section, under the Public-Private Partnership (PPP) modality.

On September 22, 2025, the MOPC awarded Consorcio Rutas del Mercosur – comprised of Alya Construtora S.A., Tecnoedil S.A. Constructora, Semisa Infraestructura S.A., and Construpar S.A. – the execution of the project, after having submitted the most competitive financial proposal (USD 24,077,936.70, VAT included, under the Semiannual Deferred Investment Payments – “PDI”). This bid amount represents 8% below the reference value of the Tender.

This is the second project awarded under the PPP regime in Paraguay, after Routes 2 and 7, which constitutes an important step forward in consolidating this infrastructure financing scheme in the country. The project will benefit more than 2.6 million inhabitants of the departments of Central, Paraguarí, Misiones, and Itapúa, promoting regional integration and the country’s economic development.

The FERRERE team was led by partner Carlos Vasconsellos, along with senior associate Claudia Arietti and associate Noelia Orué. In addition, the Consortium received tax advice from partner Erika Bañuelos, senior associate Tanya Moreno, and associate Fabrizio Benavente.
