Senior associate

Raúl Pereira Fleury

Raúl is a Senior Associate at FERRERE in Asunción. He’s part of the corporate and dispute resolution groups.

In the corporate area, he specializes in corporate and financial transactions, mainly on matters related to commercial contracts, distribution, licensing, construction and M&A, regularly advising clients such as Cargill, BASF and Sanofi-Aventis, among others. Likewise, he has advised multinationals such as Kingspan, Andritz AG, Moderna GmBH, and Darling Ingredients in transactions of great relevance for Paraguay.

In the area of dispute resolution, Raúl regularly advises on arbitration-related matters, such as drafting of arbitration clauses, choice of forum and applicable law issues, recognition and enforcement of arbitral awards, among others, having represented clients in domestic and international commercial arbitration under different industries (intellectual property, construction, corporate transactions) and arbitration rules (ICC, UNCITRAL, CAMP).

His recent experience includes advising a British multinational oil and gas company in an ICC arbitration against a state-owned hydrocarbons company, arising from contracts for the extraction, exploration, distribution and marketing of petroleum derivative products; and the successful representation in a CAMP arbitration and subsequent annulment proceedings of a software developer against a multinational bank, arising from a banking software license agreement.

Prior to joining FERRERE, Raúl was a member of Shearman & Sterling LLP’s international arbitration group in Paris, focusing mainly on foreign investment, renewable energy, and oil and gas disputes under different rules and institutions (UNCITRAL, ICSID, CRCICA, DIS).

Raúl is a member of the list of arbitrators of the Arbitration and Mediation Center of Paraguay (CAMP). In addition, he is Assistant Editor of ITA in Review, of the Institute for Transnational Arbitration, a representative for Paraguay of the ICC’s ADR Commission, and member of the Latin American Committee of the Equal Representation in Arbitration Pledge. He also has several publications on international commercial and investment arbitration with important legal journals (Journal of International Arbitration, Arbitration International, American Review of International Arbitration and Transnational Dispute Management).

Raúl obtained his law degree from the Catholic University of Asunción and holds a Master of Laws (LL.M.) degree from the American University Washington College of Law.
