Raúl Pereira Fleury

Raúl Pereira Fleury specializes in corporate and financial transactions, principally commercial and distribution agreements, foreign investment, mergers and acquisitions, and joint ventures.

 Raúl Pereira Fleury is a Senior Associate with Ferrere’s Corporate Group in Asunción. He specializes in corporate and financial transactions, counseling corporations, financial institutions, and public entities mainly on matters related to commercial and distribution contracts, foreign investment, mergers and acquisitions, and joint ventures. In addition, he works closely with the litigation and arbitration group on matters related to international commercial and investment arbitration.

He provides regular advice to companies such as Cargill, General Electric, Colgate Palmolive, Unilever, amongst others in their daily business and in special projects. He also advises foreign corporations that wish to invest in Paraguay through distribution, representation and agency contracts with Paraguayan companies.

Before joining Ferrere, Raúl worked at Shearman & Sterling LLP, in its International Arbitration Group in Paris, in both ad hoc and institutional arbitrations, with a focus on international investment, renewable energy, oil and gas, and construction and corporate contracts; and under a number of rules and institutions, such as the UNCITRAL Rules, the International Centre for Settlement of Investment Disputes (ICSID), the Cairo Regional Centre for International Commercial Arbitration (CRCICA), and the German Institution of Arbitration (DIS).

Additionally, Raúl is an Assistant Editor in the journal ITA in Review, from the Institute for Transnational Arbitration, and is a representative of Paraguay before the ICC Commission on Arbitration and ADR, working on the Task Force on Arbitration of Environmental & Climate Change Related Disputes. He has a number of publications in the field of international arbitration, having contributed with renowned law journals in said field, such as Arbitration International, the American Review of International Arbitration, Transnational Dispute Management, and the Kluwer Arbitration Blog.

Raúl is an ambassador for Latin America of Arbitrator Intelligence and a member of the Latin-American Committee of the Equal Representation in Arbitration Pledge.
