On Tuesday, July 15, financial bids were opened in the context of tender  MOPC-DIPE No. 01/2024, called by the Ministry of Public Works and Communications of  Paraguay (MOPC), for expansion and improvement of Route PY01 on the Cuatro Mojones – Quiindy tranche, with a length of 108 kilometers (the Tender). 
 
At the opening, bid amounts for the semiannual Deferred Investment Payments (PDI) in dollars were announced for the following bidders:  
  1. Consorcio Rutas del Mercosur, a consortium composed by Alya Construtora S.A., Tecnoedil S.A. Constructora, Semisa Infraestructura S.A. and Construpar S.A., with a bid for USD 24,077,936.70 (VAT included), and
  2. Consorcio Desarrollo Vial al Sur, a consortium composed by Sacyr Concesiones S.L. and Ocho A S.A., with a bid for USD 25,705,143.00 (VAT included). 
These bids will be assessed by the bid evaluation commission which, per the Tender conditions, must issue its opinion within a maximum of 90 days, extendible. Then, Paraguay’s Ministry of Public Works will have 10 days from receipt of the evaluation commission’s opinion to issue its resolution awarding the Tender. 
 
The public-private participation agreement will be awarded to the bidder offering the lowest PDI, and whose bid is qualified as acceptable in the three evaluations: economic, administrative background, and technical. 
 
The expansion and improvement of Route PY01 are crucial for enhancing development of national highway infrastructure, as one of the country’s most important corridors. Moreover, it is the second public-private participation project to be awarded in Paraguay, following the project for routes 2 and 7.
