In June 2021, the Americas Society/Council of the Americas and Control Risks published the “Capacity to Combat Corruption (CCC) Index 2021,” its third edition, in which Uruguay obtained the highest index score for the second consecutive year.

The CCC Index evaluates and ranks countries based on how effectively they can combat corruption.  Countries with a higher score are deemed more likely to see corrupt actors prosecuted and punished. The CCC Index examines 15 countries of South America and Central America, and 14 key variables, including the independence of judicial institutions, the strength of investigative journalism, and the level of resources available for combating white collar crime.

These results coincide with those published by other international rankings that put Uruguay in an outstanding position in the region and the world in terms of transparency and perception of corruption, such as the Corruption Perceptions Index published by Transparency International.
