In recent months the National Anticorruption Secretariat (SENAC) has been providing training to officials of various public entities, and in particular to the members of their Transparency and Anticorruption Units, on compliance with their active transparency obligations under Law 5.282/14 "On Free Citizen Access to Public Information and Government Transparency", which among other things includes the duty to keep updated and constantly available to the public, as a minimum, information on: 

  • Its organizational structure; 
  • The powers, duties, functions and/or attributions of its internal bodies and agencies; 
  • The entire regulatory framework that governs its operation and the constitutional and legal norms that it is responsible for applying; 
  • A general description of how it operates and its decision-making process; 
  • An updated list of all its officers, their identity card numbers, the functions they perform, the salaries or fees they receive monthly, including all additional benefits, fringe benefits and/or per diems; 
  • A description of the institutional policy and action plans; 
  • The description of the institutional programs in execution, with the definition of goals, the degree of execution thereof and the budget applied to such programs, publishing quarterly progress reports on results; 
  • Audit reports; 
  • Official travel reports; 
  • Agreements and contracts entered into by the institution, with their date of execution, purpose, total amount of the contract, terms of execution, control and accountability mechanisms and, if applicable, environmental impact studies and/or environmental management plans; 
  • Official letters; 
  • Final consultancy reports; 
  • Results tables; 
  • The list of current powers of attorney granted to lawyers; and 
  • A description of the procedures foreseen for interested parties to access documents in their possession, including the place where they are filed and the name of the responsible official. 

This aims to strengthen the technical capacities of public officials responsible for the process of preparation and publication of the requirements of Law 5.282/14.
