The purpose of this alert is to identify the most relevant provisions regarding: A) immigration measures; and B) prohibitions of movement within national territory; along with the regulations / resolution that regulates them.

A. IMMIGRATION MEASURES

The immigration measures that are currently in force are the following:

1. New measures (from the previous version of this newsletter):

  1. Foreign citizens who are in national territory, as tourists and whose residence time established by regulations has expired (30, 50 or 90 days), then their immigration status will not be considered irregular and no fine will be charged for the quarantine days.
  2. Foreign residents who are outside of Bolivia for more than the established time during a calendar year, their stay will not be canceled.
  3. Foreign citizens may leave Bolivian territory carrying a national identity document and / or any expired personal identification document.

 2. Previously disposed measures regarding COVID-19:

  1. The closure of borders throughout the national territory until March 31, 2020.
  2. Suspension of the activities of the General Migration office and its departmental divisions.
  3. Suspension of the activities of the National Police related to the issuance of clearance certificates of: i) police record, ii) narcotic records.
  4. Suspension of the activities of the Judicial Organ, the Departmental, regarding the issuance of criminal records (REJAP) and the granting of travel permits for minors.
  5. Suspension of SEGIP activities, where the foreigner IDs and driver's licenses are processed.
  6. Suspension of INSO activities, where the medical certificates required by the General Immigration Office are processed.

B. PROHIBITIONS ON DISPLACEMENT

  • Supreme Decree Nº 4196 , March 17th 2020

From zero hours on Friday, March 20 to Tuesday, March 31, 2020, it has border closures throughout the territory of the Plurinational State of Bolivia.

Bolivian citizens and residents who return to Bolivian territory are not included. Persons belonging to diplomatic missions, special missions and / or international organizations are also excepted. Likewise, the drivers of the international transport of cargo and goods, the same that require compliance with the protocol and procedures of the Ministry of Health.

  • Supreme Decree N° 4199, March 21th 2020

Declares total quarantine in the entire territory of the Plurinational State of Bolivia from zero (0) hours on Sunday, March 22, 2020, until Saturday, April 04, 2020.
