The Paraguayan Central Bank (the "BCP"), by its Resolution No. 10, Act No. 49 of July 12, 2019, amended and broadened the rules regarding the fees and charges for administration and operation of credit and debit cards. This modification will mainly affect the issuers and operators of such cards.

Among the most relevant modifications are the following:

  1. increase in the information requirements that must be published by the issuers and operators;
  2. employment of a specific format for fees and charges communication, identifying discount factors and other collection conditions;
  3. annual determination and communication of intermediation fee limits, within the second half of March; and
  4. BCP’s power to modify said limit at any time, by a duly grounded resolution.
