On May 4, 2021, the Executive Branch presented a bill on "Public Supply and Procurement", which mainly seeks to strengthen the pillars of efficiency, equality and transparency in the entire procurement process carried out by the Paraguayan State, with a series of specific provisions on compliance. 

Among other things, Article 17 of the bill precisely regulates the assumptions of conflict of interest as a measure to avoid this risk of corruption, thus providing a more transparent evaluation framework.  

In turn, according to Article 73 (c), acts of fraud or corruption attributable to suppliers, consultants or contractors will be grounds for termination of contracts. 

Should the bill become law, it will help to combat corruption in Paraguay's public procurement processes, not only by sanctioning it, but also by serving as an important deterrent to the commission of irregular practices within its framework.
