The design is part of the municipality’s overarching plan in light of the challenges to sustainable and integrated development of the city. A Capital Fund will be created as a trust to allow for participation of private capital in financing these investments.

The works to be carried out were chosen based on viability of implementation, impact on the city’s sustainable development, value added, and strategic nature in the medium and long term.

The initial plan for interventions will be as follows:

• Bahía del Cerro Plan

• Montevideo Food Unit

• Environmental Center

• Casavalle Basin Comprehensive Project

• El Cerro Fort Special Project (reinstallation and landscaping)

• Sacude Complex in Flor de Maroñas

• Plaza Oribe

• Lecocq Park

• Villa Dolores Park

• Soriano Esplanade

• Landscaping of recovered areas (Miguelete, Candelaria, Cañada Matilde and Pacheco)

• Plaza 7 Manzanas

• Historic Parks (Batlle, Rodó, Prado, Rivera)

• Heritage Recovery (cemeteries, monuments, buildings, fountains)

• Rambla coastal roadway

• Urban mobility (Avenida Belloni, Camino Cibils)

• Integration spaces (Talleres Agraciada and Gral. Aguiar, Gruta de Lourdes, Parque Deportivo Villa García, Santa Catalina / Casabó, plaza Ciudad Vieja, Espacio Integrador Peñarol).

Urban mobility plans include interventions at Avenida José Belloni and at Camino Cibils, to resolve vehicle congestion, and works on priority roadways for mass transport.

The Municipality of Montevideo will provide funding for initial costs of structuring and startup of the trust, issue project instructions, and participate in the technical analysis and choice of offers.
