Claudia Villar

Claudia is a senior associate at FERRERE in Paraguay.

Claudia has vast experience in telecommunications, technology and e-commerce regulation. Her background with Paraguay’s regulators and Executive Branch contributes a practical perspective for assessing regulatory impacts on transactions, identifying regulatory risks and guiding business decisions in regulated sectors.

Before joining the firm, she worked with key institutions in those sectors. At the National Telecommunications Commission (CONATEL) she held management positions in legal affairs, administrative investigations, and complaint and claims handling. She coordinated legal studies and opinions on application of sectoral regulations and analyzed regulatory reforms, affording her relevant experience for understanding the regulatory demands and procedures applicable to businesses.

She participated in working groups on regulation of television services, satellite signals and use of the radioelectric spectrum. She was a member of the commission in charge of the selection process for awarding mobile telephony licenses, Internet access and data transmission allocations in the 1700/2100 MHz band.

As E-Commerce director at the Ministry of Industry and Commerce, she was involved in handling user claims, participated in working groups and negotiations for the sector, and contributed to preparing Trust Services Law regulations. She was also Paraguay’s Alternate Coordinator for the MERCOSUR E-Commerce Working Subgroup No. 13.
In the Civil Cabinet of Paraguay’s Office of the President she served as legal counsel and opinion writer, participating in the analysis and preparation of legal and regulatory provisions. At the Ministry of Information Technology and Communication, she was director of Institutional Planning and Development and legal specialist on the telecommunications infrastructure project for educational institutions. Her background gives her a transversal comprehension of public policy formulation and functioning of the Administration, which is especially relevant in advising companies whose projects require interaction with the government.

Claudia earned her degrees as attorney and notary from Universidad Nacional de Asunción and a Master of Public Policy from Blavatnik School of Government of Oxford University. She was awarded a BECAL scholarship and, in 2025, was a World Bank Government Analytics Fellow. She holds a Diploma in Governance and a Specialization in Governance, Political Management, and Public Policy (CAF, Columbia Universidad del Paraguay and George Washington University), as well as a Specialization in University Education from Universidad Nacional de Asunción.
