The National Government, through the Ministry of Public Works and Communications (MOPC) announced on March 14th, 2017, the first award of an infrastructure project under 5074/13 Law. The project of USD 50,000,000 is the asphalt pavement of 47.2 km of extension of the route San 6 Cristobal – Naranjal - Paso, in the department of Alto Paraná. The company awarded is the Consortium Concret-Mix and Associates.

Law No. 5074/13 provides a legal framework for public procurement of public infrastructure in which the bidder must obtain financing to perform the required works. Authorizes public entities to finance several public works and services with the sovereign guarantee of the Paraguayan Government. Law No. 5074/13 has general-macro provisions. The core provisions governing each project will be in the tender documents.

In addition to the Naranjal Road the Ministry of Public Works and Communications (MOPC) executed on March 14th the first contract under the Public-Private Partnership (PPP) for the duplication of routes 2 and 7. The Sacyr-Mota Consortium Engil-8A will be in charge of the mega work that will have an approximate cost of USD 500 million.

This is the first work that will be implemented in the form of app, a tool that is concrete in just 3 years ago, and whose purpose is to resort to private capital to build major infrastructure Works.

Some of the projects in the pipeline under Law 5074/13 are:

• Road access to the second bridge with Brazil –

Amount: USD 212 million.

Status: Suspended.

Description: Design and construction of Access Road to the second bridge above the Paraná river, in the districts of Presidente Franco, Mina Guazú and Cedrales (Alto Paraná Department).

Location: Department of Alto Parana.

• Bioceanic corridor

Amount: USD 315 million.

Status: Call for tenders (design) closes 28/04/2017.

Description: This paving project has aims to offer conditions for developing production and transport in this area, providing a direct connection with Brazil through Porto Murtinho and BR 267.

Location: Stretch between Carmelo Peralta and Loma Plata (Central Chaco region).

• Sanitary sewerage and treatment plant for Yukyry Stream

Amount: USD 60 million.

Status: Closed. Evaluation of offers.

Description: Construction of a sanitary sewerage and treatment plant for the population along the Yukyry stream.

Location: Central Yukyry.

• Construction of sanitary sewerage systems

Amount: USD 425 million

Status: Closed. Evaluation of offers.

Description: Construction of sanitary sewerage systems and sewage treatment plants for Lambaré, Luque and Mariano Roque Alonso Basins.

Location: Lambaré, Luque and Mariano Roque Alonso cities.

• Riverside Road (South)

Amount: USD 180 million.

Description: Construction of a 7,9 km stretch of coastal road; construction of 5000 houses to relocate families.

Location: Asunción.
