Customs

·         DNA Resolution No. 219/20: established security measures with respect to the goods entering the country: the import offices assigned with green channel must be presented only in the Registration Division of the Customs involved, which, once the commercial documents have been received, the status CANCELED/OUTPUT will be assigned to the import declaration and without further processing, proceed to the clearance of the same. In addition, they established rotating timetables for customs officials and prohibited the entry or stay of strangers to the institution in customs premises.

March 13

·         Decree No. 3455/20: the Register of Exporters is in charge of the the Single Window of Export, under the Sub secretariat of State for Trade and Services, of the Ministry of Industry and Trade, for products of tariff heading NCM: (i) alcohol in gel, (ii) unwoven fabric mouths, (iii) the others, (Filter mouth cap). The requirement of previous export license is established for those products. The exporter shall be enrolled at the Register of Exporters for said purpose. This measure is valid for one year.

·         Decree No. 3471/2020: adjusting import tariffs on medical supplies necessary and useful for the prevention and control of COVID-19, until 30 September 2020.

·         DNA Resolution No. 295/20: sets forth complementary rules for the simplified clearance of goods entered under the Assistance and Rescue Shipping Regime. General provisions include:

1.      Optional intervention of the customs brokers.

2.      Exemption of the customs taxes and the free distribution of goods entered under the regime to the general population.

3.      Susceptible goods: these are food products, medicines, surgical and laboratory medical equipment, vehicles and other means of transport, blankets, tents, prefabricated houses and other necessities.

DNA Resolution No. 318: which authorizes the reception and acceptance of the complete Digital Origin Certificate and the Digital Origin Certificate with its limitations admitted by the competent authorities of the States Parties to MERCOSUR and other commercial partners, in all the Customs Administrations of the country. In case of doubt based on the authenticity of a Certificate of Origin, the Customs Directorate may request the competent authority of the exporting State, all additional information, with the request to verify the veracity, without prejudice to the application of national and international regulations. in matters of customs offenses. This measure will be valid until July 30, 2020

·       DNA Resolution No. 340: Through this resolution, the complementary regulations for the simplified dispatch of merchandise entered into the customs territory under the Assistance and Salvage Shipping Regime are updated. The following was resolved through this resolution:

1.     Approve the IS01 computer destination "Regime for sending assistance and rescue", which will be processed in the SOFÍA Computer System.

2.     Customs Broker in customs operations related to the dispatch of Assistance Shipments and Salvage will be mandatory.

3.     Formalities for exemption from customs tax and non-application of economic restrictions: the goods that are within this regime must inevitably be sent and distributed free of charge to the general population. In order to enjoy the benefit of the exemption, they must be entered into the customs territory by the State, official entities or a charity with legal status.

4.     Susceptible merchandise: food products, medicines, medical, surgical and laboratory material, vehicles and other means of transport, blankets, shops, prefabricated items and other basic necessities.

5.     Intervention of other institutions: those goods that due to their nature are susceptible to control by other Institutions must also present the corresponding necessary permits and authorizations.

6.     Competent authority: after checking compliance with the regulations, the Customs Administrator will be in charge of authorizing and conducting the Simplified Dispatch of Assistance and Salvage Shipments.
