Mario Torres is an associate at FERRERE Ecuador and a member of the firm’s Administrative Law, Government Procurement, Public-Private Partnerships and Corporate Law team.
He has worked in the public and private sectors at national and international level.
In the private sector he has served as attorney at various oil services companies. He has also worked with the law firm of Sempértegui Ontaneda Abogados, from which he provided consultancy services on the subject of expropriations for the Ministry of Transportation and Public Works.
At government level he has held various posts with the Ministry of Transportation and Public Works, and reached the position of General Coordinator of its Legal Advisory Office. As a member of the Ministry he provided advice and training on subjects of Administrative Law, Constitutional Law and judicial issues to the institution’s employees, as well as those of other entities including the National Transit Agency, the General Civil Aviation Office, TAME, National Port Authority and other institutions.
He was professor of Public International Law and Private International Law at Universidad de las Américas in Quito (Ecuador), and directed several theses on Public Law and International Law subjects.
Before joining the FERRERE team Mario Torres was Legal Advisor to the Under-Secretariat of Transportation Concessions and Delegations at the Ministry of Transportation and Public Works, where he participated in the negotiation and preparation of various concession agreements executed as Public-Private Partnerships.
